CCTV surveillance

Information on the use of CCTV cameras at the National and University Library of Iceland

Purpose

The buildings and grounds of the National and University Library of Iceland are under electronic surveillance, and signs in the Library tell staff and visitors that surveillance is in operation. The purpose of the surveillance is to protect the safety of staff and visitors and the security of the collections and property.

Legal basis for processing

The surveillance is carried out to protect the Library’s legitimate interests, see Article 6(1)(f) of the EU General Data Protection Regulation 2016/679. Those interests are the protection of the material the Library preserves by law, and the safety of visitors and staff.

Types of personal data

The surveillance produces video recordings that show the people who have passed through the monitored area and what they did there.

Recipients

Video monitoring and security are the responsibility of the Library’s facilities management. Only the facilities manager has access to the stored recordings from the CCTV cameras. Recordings made by the surveillance are not viewed or passed to others except as authorised by Articles 5 and 10 of Rules No 50/2023 on electronic surveillance. Recordings with information about an accident or a criminal act may be handed over to the police. Recordings may also be handed over to an insurance company where that is necessary for an insurance matter. If a recording has to be viewed, the procedure for security cameras in the Staff Handbook is followed.

Retention period for recordings

Recordings from the security cameras are not kept for longer than 30 days, except in exceptional cases. Example: “So that a claim can be established, made or defended in court proceedings or for other such legal necessities. If a recording is handed over to the police, the other copies of it are deleted.” In other respects, Rules No 50/2023 on electronic surveillance are followed.

Rights of data subjects

If you are subject to the surveillance, you have the right to view recordings in which you appear. You also have the right to a copy of such recordings, provided this does not infringe the rights and freedoms of others. In other respects these rights are governed by Chapter III of Act No 90/2018 on Data Protection and the Processing of Personal Data, and in more detail by the provisions of Chapter III of Regulation (EU) 2016/679.

Right to lodge a complaint with the Data Protection Authority

If you are subject to the surveillance, you have the right to lodge a complaint with the Icelandic Data Protection Authority (Persónuvernd) if you believe that the processing of your personal data breaches data protection law. More information is on the Authority’s website, https://www.personuvernd.is/.
