On November 9th 2017 The National and University Library of Iceland signed the Expression of Interest in the Large-scale Implementation of Open Access to Scholarly Journals. The Expression builds on the Berlin Declaration on Open Access (2003), signed by the Library in 2012, and the Library thus emphasizes that publicly funded research should be in open access, and in addition that cultural institutions should give access to their resources on the Internet.
